Iphone 15 only delivers sma to tmobile phones
My IPhone 15 which i have had for barely 6mobths suddenly stopped sending text messages to anyone who doesn’t have tmobile. Contact apple they said it was a carrier issue. The tecs said the same thing. Called them multiple times and have been very patient with them and no one has resolved it. Engineers said it was the phone so i switched to my iPhone 12 and it was the same issue. It is clearly not the phone. Anyone else have this issue? Im paying for something that doesn’t even work

When you attempt to send, do you get an error message? Something like “unable to send” or “undeliverable”?
It sounds like you have already done a lot to try and figure out why the messages are not sending. Not many people think to try the sim in a different phone on their own, so kudos to you there. Your best bet may be to send a direct message to T-Mobile using one of the social media icons at the bottom of this page. That team is called T-Force and they are Fabulous! They can take a look at the account and make sure things are good, but the main goal will be for them to file a trouble ticket for the outgoing message failures. I am sure they can get it filed super quick and easy.

Everything is up to date apple updated everything it’s any with non tmobile. Unless the other person has an iPhone and has iMessage on. If they have it off i still can’t send messages to them

Text messages are sent through iMessage unless they are going to non-Apple devices. If you are having issues sending text messages to other iPhone users, then the issue is with iMessage. T-Mobile has no control.over iMessage because it uses your data to directly connect to Apple's servers. With Apple's recent deployment of an older standard of RCS, 2.0 instead of 2.6 and without encryption. That could also be the issue.
You might also want to make sure iMessage and iOS are up to date. That has caused issues for a friend ofime in the past when sending messages to non-Apple devices, which was fixed by updating the the latest firmware and iOS version.
