Become eligible for Payment Arrangement and pay 30+ days past-due balance

I have a past due balance of about $50 on my account and it has been more than 30 days.

 I see this message when trying to do a payment arrangement 

“Become eligible for Payment Arrangement and pay 30+ days past-due balance”

Does this mean If I come up with the $50 my phone will still be off until I become eligible for a payment arrangement? So I would need to pay $50 plus the new PA? 

Please help, I am starting a new job soon and need my services restored until my first check to become current.
