You don't have to waut until you are on the T-Mobile USA network. There is no phone registration. The system checks when if connects fhat the device is VoLTE compatible with T-Mobile. If so, it works. that is all done in a matter of seconds.
The s23 Ultra varies a lot from region to region. The US models end in U/U1. If it is a B variant, the region it ia from can have a big impact on if it will work or not. The Chinese and the South American versions are the least compatible.

You might need to be on T-Mobile's network to activate a new (previously unused) SIM on your account but there should be no issues moving an active SIM from one phone to another.
