I am usually up that way on weekends.  Breakfast at Eggheads, lunch at Sweet Tooth, and ice cream at Short Lane.  :D  Unfortunately, I will be in Richmond all weekend for GalaxyCon.  I have always had exceptional service up there though.  Usually 600-700Mbps down and 100-200 up.  Picking up Williamsburg or York county towers, I'm guessing you are probably closer to the water than the route I normally take. 

What device are you using?  Did you purchase it from T-Mobile or is it a BYOD?

Edit:  I checked Down Detector.  Nothing reported and no outages currently. Have you tried powering off your device fully for 5 full minutes to allow your device to refresh its connection to the network?
