roaming charges while Deployed

I’m currently deployed on orders. I tried to talk to a customer representative about the roaming charges and how I am on orders and all I got was a $22 credit. The roaming charges are going to be well above that for my duration while I’m here. I thought T-Mobile waived these fees while on orders. Any help would be appreciated.
