outrageous cost for international call, fees not published

I think $3 per minute is the rate from US (and Canada and Mexico) to most other countries. If you are going to call often, add “stateside international talk” which is $15 per month, for one line.
This page describes the add-on. It also has a country lookup, but it seems to be broken. I agree with the OP; this information should be easier to find.

However, for calling another mobile line, I would use WhatsApp. (free Wi-Fi calling, or uses data plan.)
