Cash paid iPhone, but locked?

Few weeks ago, i bought an iPhone for my company with cash from T-Mobile and i moved to another country.

It is locked now and i can not use right now , when i called the international customer service there is a connection problem with me right now . 

What can i do to unlock the device ? or is it possible ?
