iPad 10th Gen - eSim tablet plan not working

I contacted customer service again and he stated he released the tablet line number. He then had me restart, and make sure it is connected to WIFI. He said to wait a couple hours and restart the iPad again and it will connect.
He told me not to scan the QR code or enter the cellular plan manually as it will reset the eSim. But when I click on “Cellular Data” under “Settings” all I see is an option “Add Cellular Plan”.
Does this sound right, that I have to wait a couple hours to use cellular?
