Found a smartphone + SIM card
Interesting question. The phone is locked. Most modern smartphones don’t show the IMEI on the outside, you have to get access to the settings. All you have to go by is the SIM number. T-Mobile won’t tell you who the SIM is assigned to due to privacy issues.
Very few of us on this forum are T-Mobile employees (I’m not). Let me think about this.
T-Mobile’s website is not very helpful:
“I found a lost T-Mobile phone. What should I do with it?
First of all, thank you! Please visit T-Mobile.com to find the nearest T-Mobile store and bring the device there. We'll reunite it with its owner.”
In your case, the nearest T-Mobile store is thousands of km away.
Here’s a thought. Try this. Most Americans don’t use a SIM PIN. Try putting the SIM in an unlocked mobile phone and call T-Mobile International Support at +1-505-998-3793. If it works, it won’t cost anyone any money.
