Djibouti is one of the exceptions to T-Mobile's generally cheap international roaming. I don't know what to say that will make it all better. The customer needs to be aware of potential high roaming charges when traveling to certain countries and on cruise ships and long-distance ferries. In these places you just need to leave your phone turned off.
