Can't make or receive calls in foreign country

We’e in Mexico and are not able to make calls to local numbers here in Mexico.
Our Magenta+ Plan indicated on the T-Mobile website that we had Unlimited Call and Text.
How can I gain access to this service?
I do have Roaming enabled on my Galaxy S10+.
