Error 2300

I have looked through every blocked number, adjusted every setting instructed and made sure the problem wasn’t with the other person’s phone, yet my text doesn’t go through. Instead, I continue to get the following error message:

Free Msg: Sender [2300] Unable to send message - Message Blocking is active

Does anyone know how to rectify this issue?
