Apple ultra 2 promotion

I was thinking about buying a new Apple Watch Ultra 2 and adding a line and I saw this promotion but there is no link for more information.  Can someone explain this to me?  It sounds like there won’t be a device connection charge but do I get a $35 credit to my phone line?

    No it's not its for New Accounts bringing multiple lines. Not existing accounts adding lines.
