When devices are in dual-IM mode, it is almost always DSDS (Sual-SIM Sual Sandby). That is why you have to select which SIM is used for data instead of both at the same time. It’s a bit complicated to explain and perhaps someone else could explain it better, but the primary SIM card for data is going to fluctuate a bit more because the other SIM is more or less just looking to see if there is a call or text coming in.
