Ah shucks, I heard of this happening on watches before. A lot of folks found that resetting the device fixes the issue. You should try it if you haven't already. Device resets: Samsung Galaxy Watch
The fix that has worked consistently for me, is removing the data plan from the watch and then reinstalling it.
Settings->connections->mobile networks->mobile plans->remove all mobile plans.
Then reinstall it using the Samsung wear app.
Watch settings->mobile plans.
