Tmobile USA doesn't ship international.
You should be able to buy a Watch there.
For most purposes, the Apple Watch works just fine without cell service. They use Bluetooth to connect to your iPhone. They also work over Wi-Fi on any network that your phone has ever been connected to - even if your phone is not with you.
You could buy a model with LTE (cellular) capability and not activate that part until you need it. Or save money and keep it simple by buying a Watch that does not have LTE capability.
