Possible to switch SIM to new phone while off network?
You don't have to waut until you are on the T-Mobile USA network. There is no phone registration. The system checks when if connects fhat the device is VoLTE compatible with T-Mobile. If so, it works. that is all done in a matter of seconds.
The s23 Ultra varies a lot from region to region. The US models end in U/U1. If it is a B variant, the region it ia from can have a big impact on if it will work or not. The Chinese and the South American versions are the least compatible.
Thank you for your reply, which if I understand correctly means I must wait until I get back on the T-Mobile network before I can register the old SIM in the new phone, correct?
The "new" phone is actually a used S23 Ultra.

Thanks again, you give me hope.
The model number is SM-S918B/DS, which I believe is the global international version and appears to support ESIM.
