Anyone Know Why Calls to Ukraine Drop after 1:30seconds

Well a few Months ago I was able to text to Ukraine from USA …. But Calling Has always been Dropping after 1:30 & EVERYTIME! …. Just enough time to say a few words & cut … also the people I’m trying to text have IPhones & I have IPhone but the messages aren’t Blue & they are still green & the receipient in Ukraine doesn’t receive them …. What happened? 
 

Customer service says I should be able to call & receive calls fine & text internationally should be always fine …. definitely not all is fine … very annoying
