The only guideline that applies here is the one set by T-Mobile USA.
SIM Unlock Policy | Unlock Your Mobile Wireless Device | T-Mobile https://www.t-mobile.com/responsibility/consumer-info/policies/sim-unlock-policy
As per those requiremenrs, your device and account do not meet the requirements. You should return the device to the person you bought it from because they deceptively sold you a device that was supposed to be SIM unlocked and isn't.
