A lot of these hot spots can't be unlocked. You can go to Tmobile's imei checker or a site like Swappa to check unlock status.
Swappa IMEI checker is not great for hotspots. All it says is that it's allowed to be sold on Swappa, no other info. TMobile's checker just says it's compatible which I already knew because it has a TMobile SIM.
