Wireless calling enabled but still asking to turn off Airplane Mode

I have strong wifi and weak cell signal in the office so have always put iPhone in airplane mode and used wireless calling. Now when I do it, I get the popup that I need to turn off airplane mode. It won’t let me dial out using wireless. This is an iPhone 12,

    I don’t know why but WiFi Calling is just picky about using ports that get blocked frequently.

    Some WiFi has the IP ports needed by WiFi Calling blocked. I run into the problem at some big-box stores: Bad cellular signal, Good, free WiFi but I can’t make calls. Try using a different VoIP app (e.g. FaceTime) and see if it works.
