Issues like this are mainly need Signal troubleshooting to get this resolved. I’d start there first and follow those common steps to fix this.
I am having this issue daily. The calls also show up on Scamshield but never ring through. There is no rhyme or reason to it but I am about to switch to Verizon. These are often work calls and they are important.
