Disable personal hotspot on iPhone

I never found a way to disable the hotspot. I spent a few hours on the phone with T-Mobile customer care and nothing they tried worked.
Doing a quick Google search and it can only be done on the phone not on the account, the OP says Verizon can but in the Verizon forum it states you can't.

Great question, OCP_in_NMA. As it turns out, this option is not available as this is a built in feature with most Smartphone devices. Currently, the only option on most smartphone devices would be to click and turn it off. AnthonyM_VZW
