AM I BEING CHARGED FOR 911 TWICE ON MY BILL?

At first glance, it looks like I have two surcharges on my bill for 911.  One charge is for .55 cents and the other is for $1.10.  They both come under my address which is repeated twice. Is the lower fee the cost of this  service per line and the other the total cost of  $1.10 because I have more than one line?   The TRS surcharge looks the same way.
