NO SERVICE

I have just received my iPhone 14 from the “Family Plan”. I tried activating the phone and everytime I try and activate my service. I am hit with a “Scan QR Code” or “Use old device” yet. I have NO QR CODE and my old device doesn’t even have a phone plan.
