Need Help with my Second Line

I need assistance. I have a second line that has not been in use at all for over a year. Unfortunately I have not been able to remove the second line bc I was always playing catch-up on my bill.
 

1. Is there a way to get ANY sort of credit for the line not in use?  
2. My phone is paid off, and I would like to give this phone to my daughter and keep my number, and restart the second line but w her own phone number. I would also like to upgrade this phone to another iPhone. Is this possible?
