Trading a new phone, it a Metro T-mobile prepaid, I have a problem with two phones. I have never made any phone calls, because we did not put money on both two phones

What the problem is I feeled that I need to trade-in-two phones , I have not been able to call anyone or put money on both phones, I wanted to use T-moblie refilled air time card to put money on the both phones, I called 611 number, they said the phone was suspended it was in July, I have never use the phone to call anyone. I have a Metro store near me, it is a Metro T-moble phone smartphone andriod  prepaid phone.
