Will they turn off my phone if I make a payment arrangement
No one here knows. You will nerd to talk to Customer Care or the T-Force Team via Facebook or Twitter to have someone look into your account and setup a payment arrangement. If you are behind by a lot, they might. If you don't pay by the arranged date, it's pretty much a guarantee that they will suspend your service.
