Cant make Outbound Calls from Home

Nowadays, no one really has a house phone so it is even more important that our cellphones work at home. I have some questions that will help us better understand the issue. 

• Texting and incoming calls work, it is just outbound calls that don’t work, right?
• What exactly happens when you try to dial a phone call while you are at home?
• How long has it been since you could make a call successfully from home?
• How far from home do you have to go before it starts working again?
• Are you connected to wifi at home, or are you still connected to the T-Mobile network?
