Question about “DIGITS” & “Scam Shield” iPhone apps functionality

iOS shows the setting for "Background App Refresh" for this app, why should I leave this on for each of these apps and what specifically does each app use this functionality for?

I’m guessing they use this for maintaining the active login sessions? (since notifications would likely be pushed via APN)

    So I guess this isn’t important?

    Guess we should all turn it off and complain is something doesn’t work then...
