tracert timeout for hops

whenever i do a tracert with default setting via an elevated windows 11 command prompt it get timeouts for hops 3 and beyond here is sample of tracert ebay.com

i think default timeout for each of the 3 requests per line is 4000ms

it took close to 5 min to complete and i know that it doesnt take 5 mins to connect to ebay via web browser so what is up?  please help someone.
