My Galaxy S23 fe was PIN blocked because of several wrong sim pin attempt.
Recently i replaced my physical sim with e sim and i tried to change the sim pin with a few wrong attempt my device got pin locked. No option to tere except emergency call menu.
You will need to contact Customer Care to have the SIM PIN reset.
