Hotspot issues with iPhone 14 Pro

So I have been trying to use my hotspot on my iPhone 14 Pro running 17.2.So here’s the issue I turn on the hotspot and it will not show up to use on my iPad 9th generation running 17.2 and I’m less than a foot away from it, and I try doing it again and again and nothing shows up. I also try  use my hotspot with my Roku Tv same result not detecting it it seems to be a on going issue with T.Mobile or my account network itself and I have been on the phone with tech support and we did everything possible to resolve it and nothing,so they submitted a ticket to their engineers, has anyone else experienced this issue and what was the solution.Thanks everyone for your assistance
