Calls outside the US

I’m heading to Punta Cana and I’m able to use my cell for $.25 a minute.  Does anyone have a recommendation for an alternative method like Viber or What’s App?  What works best?  Also is Face Time consider a phone call or data use?  I know its probably a phone call, but thought I’d ask.

    If your device supports WiFi Calling.  You can make calls within the US as if you are not roaming.  Just make sure cellular is turned off completely to ensure you don’t drop off of WiFi on to cellular and end up being charged.  With apps, especially WhatsApp.  It can make calls over cellular as well so I would personally void that one specifically.  Airplane Mode will be important to ensure you don’t incur any charges while abroad.
