VVM Only - No Phone App (Galaxy S21)

I ONLY want to use the T-Mobile Visual Voice Mail app but I keep getting two unclearable notifications from the dialer app.

Is there a way to disable ANY app except the T-Mobile Visual Voice Mail from trying to handle voice mail?

    I don't use the visual voicemail app and deleted it long ago, but I'm having the same issue with double notifications at the top of my screen since the update a week or two ago. If anyone figures this out please let me know
