Texts over Wifi

I am asking again, bc the thread I found is 4 years old. I have no cell service in my building, but do have good wifi. My chat feature is turned on...but does this only work with others that have the same feature? 

How do I get it to work? Thanks. Oh...I just switch to T-mobile the other day. I did get a tmobile phone (pixel 6) when I signed up.

    If you have the Pixel 6 5G, check out the Wi-Fi calling: Google Pixel 6 5G  for steps to make sure your wi-fi calling feature is turned on. If you’re connected to Wi-Fi and not services work, the troubleshooting needs to start with Wi-Fi instead of the phone settings.
