Samsung UI 7.0 Update
Updates are staggered in their rollout and usually go in waves. Wave 1 is a small amount of devices. Wave 2 is a slightly larger group. Wave 3, which is after about 4 weeks, is pretty much all devices. There was an issue with the OneUI7 update that did pause updates for all devices. At least for the s23 series, that issue that locked users out of their devices was fixed enough for Samsung to push OneUI7 to s23 series users.
Under About Phone, Software Informatiin. What does your device say under Servuce Provider Software Version? It should start with VZW/

I know there are usual waves with any carrier for updates typically and I saw the pause on the UI7 due to those issues but I saw they were all resolved and the update was available to S24 Ultra owners through T-Mobile. I'm thinking the primary reason is since I switched to T-Mobile I wasn't enrolled into T-Mobiles OTA updates? I'm not sure if calling tech support would help or not.

That looks correct. When brining a device purchased from another carrier. Sometimes that devuce for whatever reason doesn't recognize that the carrier SIM has been changed. Your device has recognized the change and the CSC has changed to adapt. That means, you should get the update when Samsung pushed it out to all s24 series devices if you don't get it in one of the wave deployments.
