Why is my rebase application denied

I was duped into getting rebase of $200 for every line transferred from ATT to T-moble.

 

Now 10 months later, I have not gotten my rebates and checked online noticing the application were denied. It seems to be game or phantom rebate going on as some people tried multiple times and got denied. Is this a fake rebase promise?
