What is the Difference

When I switch to T-Mobile from at&t I was told by the sales rep that I would get a $150 Costco card and a $200 port in mastercard times 2 for 2 lines they would also give me a new iphone 14 OR pay off my iphone 13 up to $800

( in my case it was $635 witch they did times 2 for 2 line ) but they won’t give me the $150 costco or $200 port in times 2 $700 because they paid off my phone

What is the difference in 

They give me a new phone and the 150 plus 200 times 2 

OR 

They keep thier free phone but pay off my phones ( and not give me the costco card and $200 port in times 2 )
