I replaced the Samsung dialer on my S23+ with the Google Dialer and configured the GD to “always ask” which SIM I am using to dial a number with - so I just hit the Voicemail dial number from that and it asks which SIM - .. sort of a pain, I have to check voicemail twice - once for each phone number, but it does work and it’s reliable without relying on poorly-designed carrier apps.
Agreed though - hilarious that Samsung puts on dual-SIM phones without supporting it directly from the dialer or voicemail, etc.
