I’ve just come across this same issue myself. We purchased a data only sim from a T-Mobile store for a hotspot. After logging into my account with my email for about a week, I’m now being asked for a phone number. The login won’t accept mine so I’m assuming it wants the number tied to the sim card on the account. Getting texts on that number would require transferring the sim card into a device capable of receiving texts which I should not have to do.
For users who do not actually have a phone despite being issued a number, suddenly requiring text verification to that number is a huge oversight.
