Pre-Authorization (Account Pin)

Why is it every time I get connected to someone outside of the US. I have to provide them the PIN i entered into the phone system? This is fishy as hell and I won’t do it. If I can’t speak to Americans,(Never have to provide them my PIN,) I may just need to switch to a different carrier.. This is ridiculous.
