Digits malfunctioning

I cannot call anyone through Digits nor text anyone.  I get these error messages:

“Your phone call failed to connect.” “Call end Operation failed.”

And, when I try to attach a small file to a message that I want to send, I get these error messages:

“File Transfer Failed, please try again.” “Error: message not sent.” 

Also, prior txts, calls, & voicemails do not load.

All of the above are on the Web app.  

What to do?
