Issue sending and receiving message from another Tmobile user

I can’t text my sister in law and she can’t send a text message to me.

We both have t-mobile.

I get the message receiver unable to receive message - message blocking is active.

We both have checked our settings and we receive messages from other people.

Anyone having this issue?
