Taxes & fees are up from 10% to 20% for no reason

I have a legacy prepaid plan (Gold Member). When I added minutes to my account in Oct ‘24, the taxes & fees were 10%. Today, Nov 03 ’24, or two weeks later, taxes & fees are already ~20%. Literally, nothing changed with my plan - so why taxes & fees went so drastically up for no reason?
