AT&T has an agreement with Samsung where AT&T hosts the updates for their device versions. This is a part of their tactics to punish customers who leave. You will not get updates for your AT&T Samsung device off of the AT&T network. You should visit XDA and convert your device to the U1 firmware so you can get OTA updates normally.
