Galaxy 7 Watch Busy Signal

New Galaxy 7 LTE watch having an issue when making a call when not connected to the phone.  I get a busy signal from all numbers I call.

I am able to receive calls and send/receive texts when on LTE.  When I connect back to the phone it properly sends calls.
