Have you tried to reach out to Samsung to see if they are aware of the issue? I haven’t had this issue with any of my OnePlus devices. The only time extra digits are required to be dialed when calling North America, is from overseas. Calls made from North America to a North American number are always dialed, 1 plus the 10 digit number, 123-456-7890.
From all of the recent issues with Samsungs though having connectivity issues. It seems like either the firmwares have been mixed up through an update or that these are non-T-Mobile purchased devices that have been flashed to have their firmware changed to be resold as a different model. These are just guesses though.
I had a friend recently bring me an S21 they bought at Pacific Mall up here in Toronto well known for selling modified phones. They had an Asian model of the device that was hybrid flashed with the Canadian firmware. When the phone updated to a firmware that had a modem update, it made the device practically useless here until I reflashed the modem.
