Phone bill reduction

I recently received a phone call from a T Mobile rep suggesting I can pay $600.00 and reduce my payments to $0.00 for the next 10 monthly and $60.00 for the remaining 14 months of this 2 year plan.  Required to buy a Target card for $600 and give the number to 844-779-4971 ext 1.   Is this accurate or a scam?
