You being outside of the US might be why the card isn't being accepted. T-Mobile prepaid is meant to be used by those who live in the US. However, you might want to try *233 from your device to see if you can use the card over the automated phone system. Otherwise, you can purchase a refill card from amazon.com or another US online retailer to refill your account.
